Why the panel trips brands up
A Korean ingredient list isn't a US INCI list.
US cosmetic labels require ingredients in INCI (International Nomenclature of Cosmetic Ingredients) names, listed in descending order of concentration, with specific conventions for things like fragrance, colorants, and ingredients under 1%. Korean panels often use Korean ingredient names, different ordering, or trade names — so what's on your Korean box can't just be copied onto a US label.
